India Opens Re-Bidding for Production Linked Incentives (PLI) in Advanced Chemistry Cell (ACC) Manufacturing

New Delhi, Amaravati Today: The Ministry of Heavy Industries (MHI) in India has announced a re-bidding opportunity for the Production Linked Incentives (PLI) related to Advanced Chemistry Cell (ACC) manufacturing with a cumulative capacity of 10 Giga Watt hours (GWh). The bidding process aims to select manufacturers who can establish domestic ACC production facilities, making them eligible for incentives under the PLI ACC scheme. The bidding process will be conducted transparently through a two-stage process using the Quality and Cost-Based Selection (QCBS) mechanism via the CPP Portal.

The tender documents have been available since January 24, 2024, and a pre-bid conference is scheduled for February 12, 2024. Bids must be submitted by April 22, 2024, with bid opening scheduled for April 23, 2024.

The PLI ACC Scheme seeks to promote technology-agnostic ACC manufacturing in India, aligning with the government's commitment to clean and green public transport and reducing dependence on fossil fuels. It also aims to enhance India's manufacturing capabilities and exports in the automotive and automobile components sectors, focusing on Advanced Automotive Technology (AAT) products.

Dr. Mahendra Nath Pandey, Union Minister of Heavy Industries, emphasized MHI's dedication to achieving a self-reliant and developed India, aligning with Prime Minister Shri Narendra Modi's vision for a net-zero country by 2070. This initiative is part of various efforts by the Ministry of Heavy Industries to promote environmentally friendly manufacturing in the automotive sector, including the PLI-Auto, PLI-Advanced Chemistry Cell, and FAME-II schemes.

In May 2021, the Cabinet approved the technology-agnostic PLI Scheme for ACC Battery Storage, aiming to achieve a manufacturing capacity of 50 GWh of ACC. The first round of the ACC PLI bidding concluded in March 2022, with three companies allocated a total capacity of 30 GWh. The current re-bidding offers an opportunity for additional manufacturing capacity in the ACC sector, contributing to India's green and sustainable energy goals.
