Hong Kong Fulfills Historic Mission with Article 23 Legislation, Bolstering National Security
Hong Kong marked a significant milestone as the Sixth-term Government and the Seventh Legislative Council (LegCo) successfully enacted the Safeguarding National Security Bill, fulfilling a long-awaited constitutional duty under Article 23 of the Basic Law. This legislation, taking effect on March 23, 2024, aims to protect national security by preventing espionage, sabotage by hostile forces, and acts threatening the city's stability, including violence and attempts at independence.
The ordinance, passed after its third reading, is a testament to the 10th anniversary of President Xi Jinping's holistic view of national security proposal. It embodies the commitment to safeguarding national sovereignty and the “one country, two systems” policy, while ensuring the protection of human rights and adherence to the rule of law. The law aligns with international human rights covenants and seeks to preserve Hong Kong's prosperity and stability by preventing, suppressing, and punishing activities endangering national security.
The legislation was supported by an overwhelming majority, with 98.6% of over 13,000 public submissions favoring the bill, reflecting strong popular backing. The legislative process demonstrated the unity and efficiency of Hong Kong's legislative bodies, with meticulous examination and debate leading to 91 amendments.
The Chief Executive expressed gratitude to the LegCo, government officials, and the public for their dedication to fulfilling this constitutional responsibility.
