Election Commission of India Appoints Special Observers to Ensure Fair Elections Across Six States (Andhra Pradesh, Bihar, Maharashtra, Odisha, Uttar Pradesh and West Bengal)


In preparation for the General Elections to the Lok Sabha and State Legislative Assemblies 2024, the Election Commission of India has taken a decisive step by appointing Special Observers in six key states: Andhra Pradesh, Bihar, Maharashtra, Odisha, Uttar Pradesh, and West Bengal. This strategic move, announced at a briefing chaired by Chief Election Commissioner Shri Rajiv Kumar on March 28, 2024, aims to ensure a level playing field and uphold the integrity of the electoral process amidst the challenges of money, muscle, and misinformation.

The commission has deployed Special Observers (General and Police) in states with significant populations and where simultaneous assembly elections are scheduled. Additionally, Special Expenditure Observers have been assigned to five states, including Andhra Pradesh, Karnataka, Odisha, Tamil Nadu, and Uttar Pradesh, to combat the influence of money power and illicit practices such as the distribution of liquor and freebies. These Observers, experienced former civil servants with expertise in election processes, are tasked with a wide range of responsibilities, including supervising the randomization of personnel and voting machines, enhancing inter-agency coordination, and ensuring the implementation of guidelines.

By focusing on critical areas such as border sensitivities and the last 72 hours before polling, the Special Observers aim to plug the inflow of inducements and counter false narratives, ensuring compliance and fostering a secure and fair electoral environment. Their roles encompass both qualitative monitoring and strategic coordination to address grievances and enhance public confidence in the electoral process.

This deployment, under the plenary powers conferred by Article 324 of the Constitution, underscores the Election Commission's commitment to conducting transparent, inclusive, and credible elections. It reflects an essential effort to maintain the democratic ethos by ensuring the fairness and impartiality of the electoral process, thereby reinforcing the foundation of India's democratic polity.
